<p><P>PROBLEM TO BE SOLVED: To more reduce delay time due to encoding processing. <P>SOLUTION: A wavelet converter 321 stores coefficient data generated during processing into a calculation buffer 332, and applies analysis filter processing to image data. Then, the wavelet converter 321 divides generated coefficient data by subband to write it into a ring buffer of a coefficient sorting buffer 341 of a main memory 313 through write buffers 333-1 to 333-m. An entropy encoder 323 reads the coefficient data which is divided by subband and stored in the ring buffer of the coefficient sorting buffer 341 in synthesis processing order through read buffers 334-1 to 334-m, and then entropy-encodes the read data. Then, the entropy encoder 323 writes it to the main memory 313 through a write buffer 335 to transmit it to the outside.
