PROBLEM TO BE SOLVED: To provide a wireless communication system which constitutes the digital disaster prevention wireless communication systems of prefectures, cities, towns and villages conventionally constituted of two systems of a mobile system and a broadcasting system by one system. SOLUTION: A mobile system digital communication system is provided with an operation console, an outdoor loudspeaker and a house receiver for broadcasting communication. When broadcasting system use is requested from the operation console, a line controller monitors the carrier of the communication channel of the mobile system for which four slots are allocated in one frame, and when performing the broadcasting communication, allocates all the four slots in one carrier to a broadcasting communication channel and uses them as a broadcasting channel. When all of the four slots are not free, communication is forcibly ended to perform the broadcasting communication in the case of a broadcasting communication request with a high degree of emergency, and standby is performed until the four slots become free to perform the broadcasting communication in the case of the broadcasting communication request with a low degree of emergency.
