PROBLEM TO BE SOLVED: To prevent failure of paying-out of a medium by a simple constitution, to shorten a processing time of the whole of the paying-out action and to eliminate application of burden to the medium in a medium paying-out device, a medium paying-out method and a medium processing device. SOLUTION: The medium paying-out device is provided with: a stage for piling up a plurality of piled up media; a stage movement means for raising the stage; a paying-out part (11) for paying out the medium 31-1 on the uppermost position abutted on a restriction surface by raising of the stage; retaining means (12a, 12c) for retaining the second medium from the uppermost position of the plurality of piled up media when the medium 31-1 at the uppermost position is paid out by the paying-out part (11); and retaining release means (12b, 12e) for releasing retaining of the second medium from the uppermost position by the retaining means (12a, 12c) by interlocking the paying-out part (11) with the action for paying out the medium 31-1 at the uppermost position.
