A fuel cell system includes: an AC impedance measuring unit (92) which measures an AC impedance of a fuel cell at a scavenge start moment and measures an AC impedance of the fuel cell when a predetermined time has elapsed from the scavenge start moment; a scavenge execution time estimating unit (94) which estimates a scavenge execution time according to the AC impedance measured at the scavenge start moment, the AC impedance measured when the predetermined time has elapsed from the scavenge start moment, and the predetermined time; and an error processing unit (95) which forcibly terminates the scavenge process if no AC impedance can be measured when the predetermined time has elapsed from the scavenge start moment.
