PROBLEM TO BE SOLVED: To obtain a favorable steering feeling with reduced power consumption, in a constitution wherein a steering wheel and a steering gear are mechanically separated. SOLUTION: A first control device 6 obtains a signal of an actual turning angle on a tire side from a turning angle signal receiving means 32. An angle signal comparing means 71 compares an actual turning angle and an angle at the time of a rack end stored in a rack end data memory means 72, and feeds electricity from an electromagnetic brake signal generating means 73 to an electromagnetic brake means 15. A steering shaft 3 starts to be braked before reaching the rack end. When braked, torque is generated in the steering shaft 3, so that an electric current passing through the electromagnetic brake means 15 is lowered on the basis of this information.
