PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine compatibly establishing suppression of overshoot quantity of actual phase angle and improvement of response time by setting an integration term initial value at a time of phase angle F/B control start. SOLUTION: This device is provided with a crank angle sensor 17, a cam, an angle sensor 18, an actual phase angle detection means 28 detecting actual phase angle of a cam shaft 15 based on detection signal of both angle sensors 17, 18, a target phase angle setting means 27 setting target phase angle of a cam shaft based on operation conditions including temperature parameter of an internal combustion engine and battery voltage, and a phase angle feed back control means 29 performing feed back control operation so as to make the actual phase angle coincident with the target phase angle and calculating operation quantity of a hydraulic control solenoid valve. The phase angel feed back control means 29 sets the initial value of the integration term at the time of phase angle feed back control operation start based on temperature parameter of the internal combustion engine, performs voltage correction of the calculated control correction quantity according to the battery voltage, and outputs an operation quantity to the hydraulic control solenoid valve.
