PROBLEM TO BE SOLVED: To facilitate new addition of an actuator subjected to torque control and to effectively utilize each actuator in a torque control device for a power system. SOLUTION: Target torque signal corresponding to target torque of the power system is distributed to each actuator A, B following predetermined distribution priority. Signal process filters A, B making signal satisfying operation characteristics of the actuators A, B out of distributed signal pass the same as command signal of the actuators A, B are provided at signal input parts of the actuators A, B.
