PROBLEM TO BE SOLVED: To quickly and correctly detect the state of charging (SOC) of a battery based on a measured current value. SOLUTION: The voltage of the assembled battery 100 is detected by voltage sensors 120-1 to 120-n, a determination part 160 calculates an open terminal voltage Vocv based on the representative value of sampling current I1, I2, and prescribed threshold voltages Vth1, and Vth2 while sampling the current at the timing, the battery voltage reaches the prescribed threshold voltages Vth1, and Vth2.
