PROBLEM TO BE SOLVED: To facilitate assembly while assuring desired precision. SOLUTION: A turnable mechanism 14, which can change the relative phase between an inner circumferential side rotor 11 and an outer circumferential side rotor 12, comprises a housing 33 provided integrally with the inner circumferential side rotor 11, and a vane rotor 32 provided integrally with the outer circumferential side rotor 12 to form each pressure chamber with a protrusion 47 provided on the housing 33 and to change a relative phase for the housing 33 by the pressure of working fluid introduced into each pressure chamber. Drive plates 31 and 31 for transmitting the driving force of the outer circumferential side rotor 12 to the output shaft 16 are secured to an outer circumferential side rotor core 22 by means of a positioning collar 70 inserted into the outer circumferential side rotor core 22.
