PROBLEM TO BE SOLVED: To provide a radio communication method for efficiently making proper use of radio-frequency bands. SOLUTION: The radio communication method uses a plurality of radio communication devices each capable of changing the channel to be utilized, and an administrative bureau apparatus which assigns a channel to each of the radio communication devices, wherein each radio communication device transmits to the administrative bureau apparatus channel request information, containing secondary utilization channel information that is information about a channel division wherein the present device can perform transmission/reception; primary utilization channel information that is information about the channel division of a channel, on which the present device can perform transmission/reception and which has a predetermined high utilization priority, receives channel assignment information from the administrative bureau apparatus and starts radio communication on the assigned channel; and the administrative bureau apparatus transmits to each of the radio communication devices, on the basis of the channel request information received from the radio communication device and radio environment information stored beforehand, one among the plurality of channel division information items contained in the channel request information, as the channel assignment information.
