PROBLEM TO BE SOLVED: To prevent the derailment of a vehicle body by effectively attenuating the vibration of the vehicle body when a massive earthquake occurs causing high-speed vibration exceeding a danger determination value from a neutral position of a wheel at a resting time. SOLUTION: According to a displacement speed of the vehicle body relative to a truck, a flow path of oil moving from a first oil chamber 15 of a hydraulic cylinder 10 to a second oil chamber 16 is switched stepwise to generate a high attenuating force at the time of high-speed displacement.
