PROBLEM TO BE SOLVED: To provide an internal combustion engine control device and internal combustion engine control system, which controls a vehicle-speed variation which occurs with a shift change. SOLUTION: The internal combustion engine control device and internal combustion engine control system is provided with a means S30 of obtaining a detection result of a clutch-detection means and rotating-speed control means S50 to S80. The clutch-detection means detects a clutch disconnection state when a shift change is performed by a manual speed-change mechanism. Then the rotating-speed control means S50 to S80 automatically control the rotating speed (engine speed) of an output shaft independently of the accelerator throttle operation amount when the detection result indicating the clutch disconnection state has been obtained. Then a sudden drop (rise) in vehicle speed at the time of clutch connection is controlled by increasing (decreasing) the engine speed at the time of clutch disconnection even when, for example, the accelerator throttle operation amount is zero (maximum) at the time of shift down (shift up).
