<P>PROBLEM TO BE SOLVED: To easily suppress creep deformation, such as a recess, of a developing roller, which is caused by the pressure of a member abutting on the developing roller, even if an image forming apparatus is left without being used for a long time. <P>SOLUTION: In end sequence processing, a toner layer is formed on the surface of the developing roller 41, and this toner layer is interposed between the developing roller 41 and a toner restricting member 43 or the like.
