A front panel for a plasma display panel and a method for producing the same, and the plasma display panel are provided to increase the stability of the primary electron emission of the dielectric layer by suppressing the generation rate of the deformity of the partition of the back panel. A front panel for a plasma display panel includes the substrate(11); the plurality of electrodes(12) formed on the substrate; the dielectric layer(13) which is formed in order to coat each electrode and substrate; the dielectric protection layer(14) which is formed in order to coat the dielectric layer; the pulverized body member dispersed on the dielectric protection layer. The pulverized body member comprises the anneal layer of the thickness 10nm~300nm formed on the exposure surface which is not contacted with the dielectric protection layer.
