<p><P>PROBLEM TO BE SOLVED: To manage, save, and transmit/receive data transmitted through a network safely and with a high-security level. <P>SOLUTION: A program 51 stored in a removable medium 5 is loaded in a reception site 3. A processing function for receiving/saving and displaying data is provided in the reception site 3 by the loaded program 51. When an instruction to start reception is issued from a reception starting means 31, encrypted data transmitted from a database server 2 is received by a receiving means 32. The received encrypted data is supplied to a decryption means 33 and is decrypted using a shared encryption key 52 stored in the removable medium 5 beforehand. The decrypted data is extracted by a extracting means 34 and is encryped by an encryption means 35 using a unique encryption key 53 stored in the removable medium 5.
