PROBLEM TO BE SOLVED: To provide a packaging bag for refilling which enables efficient and complete refilling without spilling the content thereof around the container refilled with the content. SOLUTION: The packaging bag for refilling includes: a bag body which is comprised of a laminated material with at least a sealant layer overlying one side of the base layer thereof and whose outer peripheral is heat-sealed at a sealing strength of 23 N/15 mm or over; a pouring part partitioned by a sealing part of an easy peelability at a sealing strength of 2 to 10 N/15 mm extending in a predetermined shape from a point on the outer periphery to other point being formed on the corner of the bag; a tearing initiator on the outer rim of the pouring part to open the pouring part or a plug comprised of a cap and a spout mounted on the predetermined position of the outer periphery of the pouring part; a film whereby a sealing strength of an easy peelability is obtained when the sealant layer is heat-sealed at less than 160°C and a sealing strength of 23 N/15 mm or over is obtained when the sealant layer is heat-sealed at 160°C or over.
