<p>A method, device and system for distributing file data. The method includes that: obtains the first request message of the first client downloading the first file, determines the network self rule region to which the first client belongs; searches the edge server ES-P storing the first file which supports P2P in the network self rule region, returns at least one address of storing the first file ES-P to the first client; sends the first file stored in the ES-P to the first client according to the information of the client returned by ES-P.</p>
