<P>PROBLEM TO BE SOLVED: To provide a holding pad capable of surely holding a grinding object and improving a service life. <P>SOLUTION: The holding pad 1 has a film 2 formed of polyurethane resin. The film 2 has a holding surface P in contact with the grinding object. The film 2 has a skin layer 4 formed by wet film formation, which has numerous fine pores formed on the side of the holding surface P and has flatness. Slicing treatment is applied on a surface opposite to the holding surface P of the film 2 so that the thickness of the film 2 is uniform. During the slicing treatment, a breadthwise length of the polyurethane resin after the wet film formation is fixed and tension is applied in a longitudinal direction. A double-sided adhesive tape 6 having a PET-film-made substrate 6a is stuck to the sliced surface.
