PROBLEM TO BE SOLVED: To ease travel restriction of a vehicle when insulation resistance between a power supply circuit and vehicle ground is deteriorated in the vehicle. SOLUTION: A vehicle control unit monitors insulation resistance (S10) and compares a second threshold R<SB>2</SB>being a threshold of insulation resistance under second voltage boosted by a boosting converter with a detection value R of an insulation resistance detecting means. When the detection value R is not more than the second threshold R<SB>2</SB>, voltage boosting of the boosting converter is stopped, and the vehicle can be traveled under unboosted first voltage (S12 and S16). A first threshold R<SB>1</SB>being a threshold of insulation resistance under first voltage is compared with the detection value R. When the detection value R is not more than the first threshold R<SB>1</SB>, READY-ON is inhibited and travel of the vehicle is inhibited (S18 and S20). COPYRIGHT: (C)2009,JPO&INPIT
