PROBLEM TO BE SOLVED: To provide a communication system which can assign a time slot suitable for contention-free access to a moving onboard communication apparatus, and to provide a communication method. SOLUTION: A road side communication apparatus 2 obtains all communicable onboard communication apparatus 3 and individual transmission areas, and assigns a time slot for contention-free access to each onboard communication apparatus 3 so that the transmission areas do not have contention spatially or temporally.
