PROBLEM TO BE SOLVED: To more reliably lubricate a movable portion of a link and an engaging portion between a movable guide portion and a spiral groove. SOLUTION: This device uses an operating force imparting means 204 for giving turning operation to an intermediate rotor 223 relative to a driving plate 3 and a lever shaft 10 to displace a ball 19 engaging with the spiral groove 24 of the intermediate rotor along the radial groove. Herein, the displacement is converted into the turn of the driving plate relative to the lever shaft via the link 14 to change the rotating phase of a cam shaft 1 relative to a crank shaft. Lubricating liquid is forcibly supplied to the movable portion of the link and a lubricating liquid filled space 63 provided in the peripheral region of the engaging portion between the ball and the spiral groove, during the operation of an engine, and the lubricating liquid is introduced through a through-hole 81 passing through the intermediate rotor in the axial direction from the filled space to the side of a planetary gear mechanism 76.
