PROBLEM TO BE SOLVED: To provide a rubber composition for a base tread which has been developed under full consideration to the resource saving and the friendliness to the environment protection and also exhibits characteristics suitable for a base tread rubber, particularly excellent low rolling resistance performances and high-speed durable performances by further raising the content ratio of a material composed of a resource other than petroleum and to provide a pneumatic tire having the base tread rubber composed of the rubber composition. SOLUTION: The rubber composition for the base tread comprises zinc oxide particles having ≤200 nm average particle diameter in an amount of 0.1-10 pts.mass based on 100 pts.mass of a rubber component.
