A down sampling apparatus and method are provided to generate a conversion sub pixel considering adjacent sub pixels and generate a conversion pixel and a conversion image by using the generated conversion sub pixel. A detecting unit(10) detects a pixel value of an input image. A converting unit(20) converts resolution of the input image by 1/m. The converting unit calculates the converted sub pixel by applying a proportional factor to adjacent sub pixel values of input images of S number. S means ±S. The converting unit generates a converting pixel by using the converted sub pixel.
