A heater having structure of dual tube and purifier comprising the heater is provided to cut down manufacturing cost, and improve energy efficiency by integrating a flash heating heater for hot water and an ordinarily heating heater for the normal warm water. An inlet port(111) for water is installed at one side of a housing unit. A vent(112) is installed at the other side of the housing unit. A path is formed between inner walls of the housing unit. A power supply connector(121) is formed at the both end of the housing unit. A heating unit includes a heater equipped between the power supply connectors. The housing unit has the circular cross-section. A least of one portion of the housing unit and the heating unit is connected.
