A conditioner composition is provided to have an excellent emulsifying capacity by mix and using a quaternary ammonium salt and new cationic chemical additionally introducing a glyceryl, to show an excel use feeling and a hair conditioning effect and to have an excellent low temperature stability. A conditioner composition comprises a cationic surfactant which is a mixture of a quaternary ammonium compound indicated as a chemical formula 1 and a quaternary ammonium compound indicated as a chemical formula 2, a higher fatty alcohol and silicon having water-insoluble non-volatility. In the chemical formula 1: R1 is a linear alkyl group having 12~22 of carbon numbers, a branching typed alkyl group, a linear alkenyl group or a branched alkenyl group; R2 and R3 are an alkyl group of 1~3 carbon numbers; R4 is (CH2CHOHCH2O)nH; n is an integer of 0 - 10; X is halogen, methyl sulfate and ethylsulfate or sulfate. In the chemical formula 2; R1 is a linear alkyl group having 12~22 of carbon numbers, a branching typed alkyl group, a linear alkenyl group or a branched alkenyl group; R2, R3 and R4 are an alkyl group of 1~3 carbon numbers; X is halogen, methyl sulfate and ethylsulfate or sulfate.
