With this, displaying video image disturbances on a receiving side are eased. A video image buffer control (207) of a relaying device (101) controls a video image buffer (208) in accordance with a control instruction received by an instruction receiving unit (203), a threshold value set by a threshold setting unit (204), and timing set by a timing setting unit (205). Further, the video image buffer control (207) controls the video image buffer (208) per segment unit in accordance with an analyzed result by a segment interpreting unit (206).
