A first service life lowering amount calculation unit (12a) calculates a first service life lowering amount according to a natural logarithm function having a variable of a value obtained by converting the number of discharge times of the accumulator (3) into time. A second service life lowering amount calculation unit (12b) calculates a second service life lowering amount according to an average value of the accumulator temperature during discharge or halt mode measured at a predetermined time interval, an ambient temperature, and the time which has elapsed after the accumulator (3) is elapsed. A remaining service life calculation unit (12c) calculates a remaining service life value by subtracting the first service life lowering amount and the second service life lowering amount from the expected service life amount.
