A cooling or heating sheet which is a sheet object comprising an aqueous gel layer (5) and a covering layer surrounding the layer (5) and can be used two or more times. It has low resilience depending on the material properties of the aqueous gel (5). The cooling or heating sheet comprises, in the following order, (1) a fibrous layer (a), (3) an air-impermeable sheet layer (a), (5) an aqueous gel layer, and (7) an air-impermeable sheet layer (b), the aqueous gel layer (5) being unexposed. It is characterized in that the aqueous gel layer (5) has a jelly strength of 200-3,000 g when examined under the following conditions.
