A method and an apparatus for managing a queuing function in a wireless telecommunications system for preventing the failure of the queuing function are provided to prevent the failure of the queuing function in case to allow the user equipment stays at the original frequency layer and the other frequency layer does not exist. It queues in the frequency layer in which the user equipment is the user equipment located through a cell update procedure. A wait time information element is inserted into the cell update confirm message. The frequency information element is not inserted into a cell update confirm message. A Cell Update confirmation message is transmitted to the user equipment.
