A scribing apparatus and a method is provided to prevent cutting failure by buffering a sudden impact which is applied to the cut material, to scribe a large size of cut material minutely and cleanly by maintaining power generated when the scribing wheel strikes the cut material and to optimize an impulse quantity applied to the cut material from the scribing wheel. A scribing apparatus contains a stage(110), a support unit(200), a cut out part(100), a fluid damper and a pressure regulator(400). A cut material(W) is positioned at the stage. The support unit is installed on the stage. The cut out part is installed at the support unit and scribes the cut material. The fluid damper is connected to the cut out part. The pressure regulator(400) controls a feed pressure of a fluid supplied to the fluid damper. The cut out part includes a scribing wheel(140), an ultrasonic oscillator(150) and a horn(130). The fluid damper is connected between the horn and the support unit.
