A back-bias voltage generator is provided to prevent operation of the back-bias voltage generating device before voltage reaches to the target voltage. In a back-bias voltage generator, a back-bias voltage detector(200) detects the back bias voltage and outputs the switching signal. An oscillator control unit(220) outputs the back-bias oscillation switching signal after switching signal is applied. An oscillator(240) outputs oscillation signal after back-bias oscillation switching signal is applied. A back bias voltage generating unit(260) generates back-bias voltage through the pumping for controlling the back bias voltage after the oscillation signal is applied. A back bias voltage is fed back to the detector and oscillator control unit.
