PROBLEM TO BE SOLVED: To solve the problem that a conventional cyclic type remote supervisory controller has a limited transmission quantity per line and system information has to be intensively transmitted with a limited number of bits of the upper information. SOLUTION: A preceding word having a sub-communication address set and a subsequent word having a sub-communication datum set are provided to a word which constitutes a frame for transmission, to transmit system information. Furthermore, in a normal time other than the start of the remote supervisory controller, only a measurement word and the sub-communication word, each being a normal transmission word, are transmitted, while in a state change, only a state change target word and the normal transmission word are transmitted.
