PROBLEM TO BE SOLVED: To smoothly perform starting without causing a sudden increase or reduction in an engine speed when starting the engine even when a battery insufficiently charged is connected or there is no battery. SOLUTION: In this engine control device using a bypass air valve regulating the amount of intake air by a step motor, a mode determination means determines a first predetermined mode for a reset or the like from temporary blackout of a power supply due to battery voltage reduction when starting the engine, according to sensor information detecting the operation condition of the engine immediately after the power supply is supplied to a control unit. When it is determined as the first predetermined mode, the step motor is not initialized, and the amount of intake air is controlled so that the actual engine speed becomes a target rotational speed.
