MOVING IMAGE ENCODING METHOD, MOVING IMAGE ENCODING APPARATUS, MOVING IMAGE ENCODING PROGRAM, AND COMPUTER READABLE RECORDING MEDIUM WITH THE PROGRAM RECORDED THEREON

PROBLEM TO BE SOLVED: To provide novel technologies with which, when adaptively switching field encoding and frame encoding to an interlaced video image, switching can be performed with a little computational complexity and without affecting precision of switching with motion vector detection precision or the like.

SOLUTION: A frame filter image is produced by performing filter processing on an input image for the unit of a frame with predetermined bandwidth, and a field filter image is produced by performing filter processing for the unit of a field. Error information between the frame filter image and the input image is calculated and error information between the field filter image and the input image is calculated. Based on two kinds of the error information, it is judged whether or not the input image indicates a moving image of small motion and in a case where the input image indicates the moving image of small motion, it is determined to encode the input image by frame encoding or in a case where the input image indicates a moving image of big motion, it is determined to encode the input image by field encoding.
