PROBLEM TO BE SOLVED: To notify a disaster forecast prompting a person to safe evacuation, in a situation where voice cannot be heard distinctly, as inside a bathroom. SOLUTION: A service gateway 10 comprises a light control drive part 16 for driving a luminaire 5A installed in a building via a light control device 5, a disaster forecast information reception part 18 for receiving disaster forecast information reporting the occurrence of a disaster, and an illumination control part 19 for controlling the light control drive part 16 so as to make the brightness of the luminaire 5A brighter, when the disaster forecast information is received.
