PROBLEM TO BE SOLVED: To appropriately determine and select a satellite group of high positioning accuracy from a plurality of satellite groups. SOLUTION: An evaluating point E to the current position candidate of each satellite group is calculated according to E=k<SB>1</SB>×f<SB>1</SB>(APR)+k<SB>2</SB>×f<SB>2</SB>(PDOP)+k<SB>3</SB>×f<SB>3</SB>(the number of satellites) based on the recursive residual APR (APR value), a PDOP (Position Dilution of Precision) value, and the number of satellites of the satellite group. Then, evaluation coefficients k<SB>1</SB>-k<SB>3</SB>for respectively weighting evaluation functions f<SB>1</SB>-f<SB>3</SB>are determined based on the APR average value.
