PROBLEM TO BE SOLVED: To provide an image transmission and reception system capable of enhancing security in image transmission and reception and facilitating to identify and handle a document. SOLUTION: An image converter 20 includes an encrypted data creating part 23 for creating encrypted data to be used for encryption, and an encrypted image creating part 22 for creating encrypted image data by processing original image data and the encrypted data. Since the encrypted data are mask data to be used to encrypt a portion of an image area in the original image data, only an image area in which a user wants to enhance security is encrypted to thereby be able to enhance security with optional strength.
