PROBLEM TO BE SOLVED: To suppress increase of loads of distribution servers and increase of time necessary for distribution when content recorded in a content registration management server is distributed to a plurality of content distribution servers. SOLUTION: When distributing the content, a content distribution method is decided based on the number of content distribution servers, content size, and lost packet ratio.
