<P>PROBLEM TO BE SOLVED: To improve durability in a fixing means even when cutting a recording medium such as paper with a toner image formed thereon. <P>SOLUTION: An image forming apparatus forms the toner image based on input image data using color toner and transparent toner on the paper and forms the toner image using the color toner or the transparent toner in a cut-out region C which is the region where the toner image based on the image data is not formed on the paper and predetermined to be cut out by a cutting device. Then, the toner image is fixed to the paper by melting the toner image formed on the paper and having the melted toner image cooled by being brought into contact with the surface of the fixing belt moving with the toner image thereon.
