PROBLEM TO BE SOLVED: To provide an opto-electric hybrid substrate and a method for manufacturing the substrate having an optical waveguide provided on a wiring board and an optical fiber disposed to face the core of the optical waveguide, with which the cost can be reduced. SOLUTION: The opto-electric hybrid substrate 10 comprises a wiring board 11, an optical waveguide 12 having a first cladding layer 81, a second cladding layer 83 and a core section 82 formed between the first cladding layer 81 and the second cladding layer 83, disposed on the wiring board 11, an optical fiber 15 disposed to face the core section 82, wherein the optical waveguide 12 is provided with an optical fiber position regulating means 77 regulating the end position of the optical fiber 15.
