PROBLEM TO BE SOLVED: To provide a safe underfloor installable heat storage heating system capable of reducing cost without causing failure, by making the most use of a characteristic of concrete being a heat storage raw material. SOLUTION: An excellent-quantity and safe floor heating system is provided without causing the failure by producing in a factory without embedding a heating heater for floor heating in the concrete at a work site.
