PROBLEM TO BE SOLVED: To estimate a moving means used by a person who carries a mobile communication device based upon location information on the mobile communication device. SOLUTION: This apparatus includes: a location data storage section 21 which stores time-series location data obtained by continuously gathering location data at each time point from the mobile communication device; a judgment point extraction section 15 which reads the time-series location data out of the location data storage section 21 and extracts a specified point meeting specified requirements specifying the moving means of the user carrying the mobile communication device on the basis of the read time-series location data; and a switching point extraction section 17 which estimates the moving means of the user carrying the mobile communication device precedent to the specified point as the moving means associated with the specified requirements.
