PROBLEM TO BE SOLVED: To provide a newsprint paper for cold offset printing having high whiteness, high opacity after printing, printability and surface strength capable of withstanding high speed printing. SOLUTION: The newsprint paper for cold offset printing is obtained by applying a surface treating agent containing a pigment and an adhesive as main ingredients to at least one side of a raw paper at least once and drying the coat layer. The raw paper contains silicon dioxide particles or silicon-containing porous particles formed from silicate, each having 15-100 m<SP>2</SP>/g specific surface area, 0.15-0.80μm pore diameter and≤40μm average particle diameter in an amount of 0.5-10.0 mass% as filler ratio in paper.
