PROBLEM TO BE SOLVED: To provide a mechanism and a method of treating waste water, in each of which waste water can be treated even if waste water has a high COD or BOD value. SOLUTION: The mechanism and the method of treating waste water are each characterized in that the waste water containing contaminants is atomized, the atomized waste water is supplied to a cyclone mechanism 1, the solid content 3 of the atomized waste water is separated and moved downward while evaporating the evaporable content of the atomized waste water in a whirling current 2 in the cyclone mechanism 1 and the evaporated content 4 is discharged from above. Since the solid content of the atomized waste water is separated and moved downward while evaporating the evaporable content of the atomized waste water in a whirling current in the cyclone mechanism and the evaporated content 4 is discharged from above, waste water can be treated whether the COD or BOD value is higher or lower because the mechanism and the method of treating waste water are each different from a biological treatment method.
