PROBLEM TO BE SOLVED: To provide a compact image forming apparatus for forming a highly accurate image with less energy consumption, and to provide an image forming method using the image forming apparatus. SOLUTION: The image forming apparatus 1 includes: an ink image forming means 2; an irradiating means 3; an intermediate transfer means 4; a transfer means 5; a recording medium supply means 6; and an ejecting means 7. In the case of forming the image, the ink image forming means 2 is irradiated with light from the irradiating means 3 so as to form an electrostatic latent image in accordance with image information transmitted from an external device, and the ink is supplied to the obtained electrostatic latent image so as to form an ink image by the ink image forming means 2. The obtained ink image is intermediately transferred to the intermediate transfer means 4, thereafter, transferred to a recording medium by the transfer means 5. The recording medium is supplied by the recording medium supply means 6 to the transfer means 5, and after the ink image is transferred to the recording medium, the recording medium is ejected by the ejecting means 7 outside the image forming apparatus 1.
