PROBLEM TO BE SOLVED: To provide a program-start stabilizer that compensates parameter fluctuations which affects a resonance output circuit, and to insure that appropriate level of preheating against a lamp filament and a sufficiently high lamp-lighting voltage to light the lamp is provided by the program-start stabilizer. SOLUTION: The voltage in the resonance output circuit is monitored by a control circuit; when the voltage reaches a first specified level, an operating voltage of an inverter is controlled so as to be maintained at a first present value over a prescribed preheating period; and when the voltage reaches a second specified level, the operating frequency of the inverter is controlled so as to be maintained at a second present value over a prescribed lamp-lighting period.
