This invention provides a PDP which, even when an MgO crystal layer is formed using an MgO crystal powder having a small average particle diameter, discharge delay of PDP can be improved. The PDP is a plasma display panel comprising a pair of substrates disposed so as to face each other through a discharge space, a plurality of display electrodes and a dielectric layer, for covering the display electrodes, provided on one of the substrates, a magnesium oxide crystal layer provided on the dielectric layer in its side in contact with a discharge space, and a plurality of address electrodes which cross the display electrodes. The PDP is characterized in that the magnesium oxide crystal layer contains a magnesium oxide crystal powder which has been heat treated in vacuo.
