<P>PROBLEM TO BE SOLVED: To reduce the total quantity of data to be created in digitizing an original including various types of elements. <P>SOLUTION: A region included in image data 200 is first identified by a region identification part 211. Then, image processing corresponding to the region of the image data is performed by region-based image processing parts 212 to 215. Then, the data processed for each region are structured to generate content data indicating the content of the image, by a content data generation part 216.
