<p><P>PROBLEM TO BE SOLVED: To selectively use header compression technique suitable to an environment. <P>SOLUTION: A communicating part 30 executes communication with radio equipment of a communication target while using a packet signal. A processing part 32 acquires a state of the communication in the communicating part 30. A control part 36 switches algorithm when compressing a header part included in the packet signal in accordance with the state of the communication acquired by the processing part 32.
