PROBLEM TO BE SOLVED: To properly select necessary information while maintaining arrival reliability or real time property of information when a plurality of information is requested in a limited radio communication band in data transmission from a road device of road-vehicle communication to a vehicle. SOLUTION: A traffic signal control unit 1A transmits road side transmission data in every predetermined cycle to a communication region on a road R connected to an intersection A. In this case, the road side transmission data includes common information which is common to all vehicles and individual information requested for one or more vehicles. A traffic signal control unit 1A properly selects the type of common information and individual information to be transmitted according to priority or a data size or the like, and determines the order or frequency of transmission, and transmits them.
